  • Ram Shahi, a twenty-seven-year-old poultry farm owner from Bungmati, Lalitpur, was arrested by RNA troops on the night of September 16, 2003 (Bhadra 30, 2060). Two RNA troops came to his house, and a group of five or six uniformed, masked soldiers came inside to search. During the search of the home, the soldiers discovered Maoist literature and bomb-making equipment. A number of other men were arrested at the same time, but later released.
  • The released men confirmed to the family that they had spent two months together with Ram at the Rajdal army barracks, but that Ram Shahi and two other detainees were then transferred to the Bhairabnath Gulm (Maharajgunj) army barracks. When the relatives visited Maharajgunj barracks, the guards denied Ram Shahi was detained there. The family has filed a habeas corpus petition with the Supreme Court which remains undecided, and reported the "disappearance" to the ICRC, the NHRC, and various human rights organizations.23
